is also a Union of seamen employed in

the river steamers and a guild of launch and

motorboat owners, as well as a number of

seamen's lodging houses and clubs which also

serve as employment agencies and friendly

societies. The affairs of these associations

are reported to be conducted in a satisfactory

way,

and in recent years they have shown

no sign of going outside their own proper

spheres in political activities.

As regards the Chinese Seamen's

Union of Canton however it is a different story.

The Governor explains that he does not wish to be

understood as suggesting that Chinese seamen

should be prevented from combining in order

to further their own legitimate interests, but

particular

he is convinced that this Union in its present

form does not satisfy this requirement, and

that its main objects are not such as to put
